Indian scientists tackle heat rise in Chandrayaan-1

Reports indicate that the temperature inside India’s first unmanned lunar spacecraft Chandrayaan-1 has gone over 50 degrees Celsius, prompting scientists to explore various options to cool down the unexpected surge.

According to a report by BBC News, scientists say that the problem arose because of very hot temperatures during the lunar orbit.

“Now the moon, our satellite and the sun are in same line this means our craft is receiving 1,200 watts of heat from the moon and 1,300 watts from the sun per meter square,” said M Annadurai, project director of Indian’s moon mission.

If the temperature is not kept in check, many instruments on board the orbiter may fail to perform, according to scientists.

This has prompted them to take urgent measures. Most of the instruments are now switched off or being used sparingly.

“We have rotated the spacecraft by 20 degrees and this has helped to reduce the temperature of the craft. We have also switched off certain equipment like mission computers and this has resulted in the reduction of temperature to 40C now. At this temperature, all the equipment can perform very well,” Annadurai said.

“Although we did factor in the thermal conditions in the lunar orbit, the temperature is a bit higher than we anticipated,” he added.

Annadurai insisted all the instruments carried on board of the satellite have been tested and were working properly.

While the turning-off of certain equipment will have an impact on lunar research, Annadurai said that it was not worth “taking the risk to run it” at present.

Scientists also plan to raise the orbit of the Indian craft to cool it down. It is presently in orbit 100km (62 miles) from the moon.

However, Annadurai said that would only be done as a last resort.

He said that the next month would be critical for the survival of the mission, which has an intended life span of two years.

India launched its first lunar mission on October 22 this year. The mission aims to map the lunar surface, look for traces of water and the presence of helium.

“We are able to use terrain mapping cameras to take picture of the moon whenever required,” Annadurai said.

The current difficulties are the first to be experienced by the mission, which has been praised for sending the probe onto the moon’s surface.

UK says supports EU climate plan despite recession

Britain supports the European Union’s tough climate change proposals even as Europe falls into recession, the UK minister of state for energy and climate change told a conference on Tuesday.

“We do not believe the global economic downturn justifies postponing action on climate change until stability returns,” Mike O’Brien said.

“The case for strong and early action remains robust under the current economic situation.”

The EU Commission’s climate change and energy package tabled in January, dubbed “20/20/20 by 2020,” seeks to reduce European carbon dioxide emissions by 20 percent from 1990 levels by 2020, to increase energy efficiency by 20 percent and to source 20 percent of power from renewable energy like wind or solar.

The plan bolsters the 27-nation bloc’s Emissions Trading Scheme by calling for an increase in the number of emissions permits to be auctioned to industry from 2013, including full auctioning to power generators.

Italian Prime Minister Silvio Berlusconi shocked other EU leaders at a summit last month by unexpectedly threatening to veto the plan unless its concerns about the impact on domestic industry were met.

Italy’s employers lobby, Confindustria, has the plan will cost the country up to 27 billion euros ($34.76 billion). The EU Commission has estimated Italy’s cost at less than one-half of that amount.

Poland and six other European Union newcomers also oppose the plan, saying it is too costly for their industries.

“The UK is strongly resisting any suggestions that the package should be delayed or watered down,” O’Brien said, adding that some of the other member states had been “doom mongering.”

Much of Eastern Europe relies on carbon-intensive coal for power generation, meaning coal plants will be forced to buy all of their emissions permits under full auctioning.

“We believe auctioning is better than free allocation, because it strengthens incentives to reduce emissions and reduces windfall profits among companies. We want 100 percent auctioning by 2013,” O’Brien told the conference, hosted by Marketforce and the Institute of Economic Affairs.

Britain held its first permit auction last week, raising more than 80 million pounds ($120.9 million) for government coffers.

Buemi likely to race for Toro Rosso, says co-owner

Switzerland’s Sebastien Buemi is likely to replace Germany’s Sebastian Vettel at Toro Rosso next season, the Formula One team’s co-owner Dietrich Mateschitz said.

Vettel, 21, has moved on to the main Red Bull Racing team following the retirement of Britain’s David Coulthard and several drivers are queueing up to take his place at the race-winning team.

France’s Sebastien Bourdais has also yet to be confirmed for 2009, leaving another possible vacancy.

“One will very likely be Buemi,” Mateschitz told an autosport website. “The line-up will be confirmed before the last test in December.”

The 20-year-old Swiss was the Red Bull reserve driver this year and tested with Toro Rosso in Barcelona this month.

He would be Switzerland’s first Formula One driver since Jean-Denis Deletraz raced without success for the Pacific Ford team in 1995.

“I am young and I learn quickly. I think that all teams now try to have an experienced driver and a young driver, as you see for example, at Renault,” Buemi told the official Formula One website after the Barcelona test.

“The immediate past has shown that the young guys don’t need too long to deliver results…Young drivers have shown that they can deliver almost straight away.”

Vettel won the Italian Grand Prix for Toro Rosso in September to become Formula One’s youngest race winner.

5 million in U.S. go to alcohol, drug self-help groups

About 5 million Americans attend meetings of self-help groups like Alcoholics Anonymous for alcohol and drug abusers, and nearly half of them reported remaining clean, a federal study released on Monday showed.

The U.S. Substance Abuse and Mental Health Services Administration examined the popularity of meetings like those run in many communities by AA and Narcotics Anonymous.

In these kinds of meetings, people speak to others who also are grappling with drug and alcohol abuse about their experiences and offer emotional support to one another as they try to beat their addiction.

The findings were based on a survey given to 135,672 people age 12 and older in 2006 and 2007, the agency said.

SAMHSA said 5 million people age 12 and older — 2 percent of the U.S. population in that age group — reported attending such a self-help group in the prior year because of alcohol or drugs. About two-thirds of them were male and 80 percent were over age 25.

Of those people, 45 percent reported abstaining from drugs and alcohol during the month before responding to the survey.

About a third of those who attended a self-help group also reported undergoing more formal treatment for addiction in the past year such as entering a formal rehabilitation facility.

Stephen Wing, the agency’s associate administrator for alcohol policy, said about 22 million Americans meet the definition for substance abuse. Wing said the agency did not have data on whether attendance at these types of meetings was increasing over time.

“The data reinforces the fact that participation in self-help groups is associated with abstinence and recovery,” Wing said.

Qantas cuts capacity, profit forecast, AS

Qantas Airways Ltd. has slashed its profit forecast for the current year and will cut back on services to cope with plummeting demand because of the global financial downturn.

Chief executive Geoff Dixon said in a statement Tuesday Qantas now expects its profit before tax for the year to the end of June 2009 to be around Australian dollars 500 million ($316 million). Dixon said the forecast was still within analysts expectations.

Qantas said in August it expected profit for the year to be around AU750 million ($474 million), but with a range of between AU$430 million and AU$1 billion ($270 million and $630 million). Dixon said Qantas would reduce capacity to the equivalent of grounding 10 planes, and that “actual flying” in the next six months would be 4 percent less than the same period in the previous year.

“We are in unpredictable times and the international business market, in particular, has slowed,’ Dixon said in the statement. To meet the capacity cuts, the company would not take up the planned lease of two A330-200 planes, change flying patterns of the remaining fleet, and halt all planned domestic market growth for Qantas and its budget stable mate, Jetstar.

Incoming chief executive Alan Joyce said Qantas had benefited from cheaper fuel in recent months but this was offset by falls in demand since September.

No evidence of manipulation in stock markets: SEBI chief

Assuring the investors that there is no evidence of manipulation in the stock markets, SEBI Chairman C B Bhave has said that retail as well as some foreign investors are actually picking up stocks at current levels.

“We have not found anything in the market that would give us suspicion that something had seriously gone wrong with the market itself,” he said while addressing the HT Leadership Summit in New Delhi on Saturday.

When observed by the moderator whether there was any scam as was witnessed during the bull run, Bhave said, “So far we have not seen anything.”

Only leveraged foreign institutional investors (FIIs) are going out of the market, he said, adding long-term investors like pension funds and university funds are buying stocks.

“Equity is going into the hands of people who have patience,” he said, pointing out that many people who have stayed away from the market have started buying stocks.

Asked about the redemption pressures being faced by the mutual funds, Bhave said, “When Sebi analysed (Fixed Maturity Plans), it was found that 90 per cent of their assets have the highest rating of AAA and P1 (plus).”

The liquidity pressure, he added, has come down as only Rs 4,000 crore of the special window of Rs 20,000 crore opened by the Reserve Bank is currently being used.

Mutual Funds, he said, “have some liquidity pressure, fortunately in the month of November that also got reversed.”
